Ernest F. Hardee

Ernest F. Hardee is the owner of Hardee Realty Corporation.   He is a former First Citizen of Portsmouth and has previously served as Chair and member of the Board for the Authority. Ernie’s position on the Board is that of Chair. He also served previously on the Municipal Finance Commission and the Zoning Appeals Board. Mr. Hardee is Vice Chairman for the Board of Directors for Towne Bank. He is the founder of the Lion's Eye Bank and serves on the Board of the Lion's Club for which he is a lifetime member. He also serves on the Board of Directors of the Bon Secours Foundation for Maryview Hospital.


Dr. Pamela C. Kloeppel

Dr. Pamela C. Kloeppel , Vice Chairman, was appointed to the Board at the August 28, 2007 City Council Meeting.  She is retired and is a former Senior Coordinator of Guidance for Norfolk Public Schools where she supervised 140 counselors for 21 years.  Dr. Kloeppel has managed a family real estate business; chaired the Portsmouth Museum and Fine Arts Commission for two years; sat on the Executive Board of the Downtown Norfolk Council; served as President of the Norfolk Society of Arts, a fund-raising organization for the Chrysler Museum of Arts.  She is the current president of the Cedar Grove Cemetery Foundation; former president and current member of the Elizabeth River Garden Club; the founding president of the Todi Music Fest and a current board member of the Norfolk Planning Council. 



Ms. Flossie Bridgeford

Flossie Bridgeford was appointed to the Board for a term beginning September 1, 2010 and ending August 31, 2014.    She is a Realtor with Rose & Womble Realty Company in the Harborview section of Suffolk.  Ms. Bridgeford  chaired the Planning Commission where she served on the Board for 10 years and is currently serving her second term.  She served on the Board of Equalization for two terms and has served on the Portsmouth Museum and Fine Arts Commission.  Ms. Bridgeford served as past President of the Cavalier Manor Civic League; past President of the Churchland Middle School Choral Booster Club, and currently serves as the President of the Woodrow Wilson High School PTA.


Andrea E. Armistead

Andrea E. Armistead was appointed to the Board for a term beginning December 15, 2010 and ending August 31, 2014.  She is a graduate of Old Dominion University where she received her B.S. in Human Services, and she received her A.A.S. Degree in Early Childhood Development from Tidewater Community College.  Ms. Armistead is currently employed as a Case Manager with the Family Redirection Institute.


Junius H. Williams, Jr.
Junius H. Williams, Jr. is employed as Director-State & Local Affairs/Virginia and North Carolina for Dominion Resources Services, Inc.  He serves on the Board of Directors of Access College Foundation, Board of Trustees for the Hampton Roads Chamber of Commerce, and Trustee of the Vann H. Lefcoe Leadership Development Fund.  He is a former First Citizen of Portsmouth. Mr. Williams completed the unexpired term for Senator L. Louise Lucas on the City Council of Portsmouth.  Also, he previously served on the Board of Directors for the Urban League of Hampton Roads, Hampton Roads Chamber of Commerce, the YMCA of Hampton Roads, Norfolk State University School of Business Advisory Council, the Norfolk Forum, The Planning Council, The Portsmouth Schools Foundation, Portsmouth General Hospital Foundation, The Portsmouth Community Trust, and the Development Committee of the Eastern Virginia Medical School Foundation.



Bryan R. Johnson

Bryan R. Johnson was appointed to the Board for a term beginning October 28, 2008 and continuing through August 31, 2012. He is currently employed as a deputy in the Business Unit of the office of the Portsmouth Commissioner of the Revenue. Mr. Johnson also works on a part-time basis with various funeral homes in Portsmouth. Mr. Johnson is a Portsmouth native and graduated from Alliance Christian High School. He also attended Norfolk State University.


Joseph Haskell

Mr. Haskell was appointed to the Board for a term beginning September 1, 2009.  He is the owner of Paddy O’Brian’s Restaurant and has years of experience in business and real estate ventures.
