Joe B. Fleming, Pastor

Joe B. Fleming, Chairman, is Pastor of Third Baptist Church in Portsmouth where he has ministered for the past 25 years. He served as Vice Chairman of the Authority from September 2004 through September 2006.  He is a Commissioner for the Virginia Port Authority, Secretary of the Electoral Board of Portsmouth, member of the Church and Community in Action of Portsmouth; member of the NAACP, member of the Tidewater Ministers' Conference of Virginia, and Past President of the Salvation Army Board of Portsmouth. 


William H. Kline, Jr.

William H. Kline, Jr., Vice Chairman, is the owner of Kline Realty in Portsmouth and has been a real estate broker for 42 years. Mr. Kline is the 2007 First Citizen of Portsmouth. He was named Virginia's Realtor of the Year for 2003. He has previously served on the Boards of the Industrial Development Authority, Parks and Recreation Commission, and the School Board. Mr. Kline is a member of the Hampton Roads Realtors' Association and the Portsmouth Partnership.  He is on the Board of BonSecours Hampton Roads.



Gladys Cross

Gladys Cross is a Resident Commissioner from Jeffry Wilson Homes. She is employed at Portsmouth Naval Medical Center.  Ms. Cross is president of the Jeffry Wilson Tenant Council, is on the Resident Advisory Board, the Empowerment 2010 Governance Board and Community Advisory Board, and a Team Leader of the 4-H Club.


Ernest F. Hardee

Ernest F. Hardee is the owner of Hardee Realty Corporation.   He is a former First Citizen of Portsmouth and has previously served as Chairman and member of the Board for the Authority. He also served previously on the Municipal Finance Commission and the Zoning Appeals Board. Mr. Hardee is Vice Chairman for the Board of Directors for Towne Bank. He is the founder of the Lion's Eye Bank and serves on the Board of the Lion's Club for which he is a lifetime member. He also serves on the Board of Directors of the Bon Secours Foundation for Maryview Hospital.


Junius H. Williams, Jr.
Junius H. Williams, Jr. is employed as Director-State & Local Affairs/Virginia and North Carolina for Dominion Resources Services, Inc.  He serves on the Board of Directors of Access College Foundation, Board of Trustees for the Hampton Roads Chamber of Commerce, and Trustee of the Vann H. Lefcoe Leadership Development Fund.  He is a former First Citizen of Portsmouth. Mr. Williams completed the unexpired term for Senator L. Louise Lucas on the City Council of Portsmouth.  Also, he previously served on the Board of Directors for the Urban League of Hampton Roads, Hampton Roads Chamber of Commerce, the YMCA of Hampton Roads, Norfolk State University School of Business Advisory Council, the Norfolk Forum, The Planning Council, The Portsmouth Schools Foundation, Portsmouth General Hospital Foundation, The Portsmouth Community Trust, and the Development Committee of the Eastern Virginia Medical School Foundation.



Terry K. Morrison

Terry K. Morrison is a true Portsmouth native, having been born on July 21, 1961 at Maryview Hospital and has lived here all but two years of his life. He has been employed with the Virginia Department of Transportation since 1980.  He served on the Portsmouth Wetlands Board from 2003-2005.  He was endorsed by The Virginian-Pilot Editorial Board in May 2004 as a candidate for Portsmouth City Council.  If you have ever lived in Collinswood, Edgefield, Rollingwood, Hodges Manor, Shea Farms or Southampton since 1964, chances are good that you were once a neighbor of Terry's.


Dr. Pamela C. Kloeppel

Dr. Pamela C. Kloeppel was appointed to the Board at the August 28, 2007 City Council Meeting.  She is retired and is a former Senior Coordinator of Guidance for Norfolk Public Schools where she supervised 140 counselors for 21 years.  Dr. Kloeppel has managed a family real estate business; chaired the Portsmouth Museum and Fine Arts Commission for two years; sat on the Executive Board of the Downtown Norfolk Council; served as President of the Norfolk Society of Arts, a fund-raising organization for the Chrysler Museum of Arts.  She is the current president of the Cedar Grove Cemetery Foundation; former president and current member of the Elizabeth River Garden Club; the founding president of the Todi Music Fest and a current board member of the Norfolk Planning Council.
