It’s true that owning a home is a big responsibility. At the Authority, we can help you learn how to meet the challenges of homeownership through our Family Self Sufficiency (FSS) programs.
FSS programs can provide you with things like childcare, transportation, job training and placement, life-skills training, credit counseling, and education. If you don’t have a high school diploma, we offer a GED Program through a partnership with Portsmouth Public Schools.
The mission of the Portsmouth Redevelopment and Housing Authority is to help empower residents to become self-sufficient in the areas of education, employment, personal development, healthcare, job training and homeownership. The majority of our programs support the goals of self-sufficiency by encouraging personal responsibility. The Resident Initiatives Specialist coordinates opportunities for residents to develop or enhance their social, educational and employment skills. Their improved skills contribute to the empowerment and economic independence of the individual, the family and the community.

Become a Life-Skills Student in our Foundation Stone program.
Foundation Stone is a comprehensive program designed to help you grow both economically and personally. If accepted, you and your family will live on-campus (near downtown Portsmouth) so you can focus entirely on the program, which includes:
- Access to high school, GED, and college-level courses
- Job counseling and vocational training
- Life skills training on home finances and budgeting, how to become a homeowner, home maintenance, stress management, nutrition and more
