The Modernization Department’s primary responsibility is directing capital improvement efforts for the PRHA’s properties. These capital improvements consist of upgrading, renovating, rehabilitating, or improving the systems or structures of the public housing properties owned by the PRHA. Funding for the Modernization Department comes from the Federal Government through HUD in the form of the Capital Fund Program. Projects vary in cost and complexity, ranging from only a few thousand dollars to tens of millions of dollars in value. The Modernization Department plans, coordinates and implements these projects with input from the residents, other PRHA departments and consultants. We expend approximately three million dollars annually into the local economy in this pursuit.

The majority of the Modernization Department’s efforts utilize the services of architects and other design professionals in the design and preparation of bid documents for the solicitation of sealed bids.
