At the Authority, we embrace the City’s Comprehensive Revitalization Plan and strategies. Our mission is to help the City carry out their goals to improve Portsmouth, and a big part of that effort is the Community Development Block Grant Program (CDBG). The CDBG Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. HUD awards grants to entitlement communities, such as Portsmouth, to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. The City of Portsmouth's annual entitlement is approximately $1.7 million. In administering the Program, the PRHA carries out acquisition, relocation and disposition activities within 20 conservation and redevelopment areas.
