2008 Community Planning and Development Action Plan

HUD's Community Planning and Development Program seeks to promote healthy communities by developing partnerships. Portsmouth participates in this Program through a grant received by the City of Portsmouth that brings together HUD, the City, the Portsmouth Redevelopment and Housing Authority and community public service organizations such as Mobile Kids Cafe and Senior Transportation services.

The Plan for the expenditure of the funds received through this Program is created yearly in partnership with a number of stakeholders. This Plan is open for public review and comments prior to adoption. For information regarding public comment on the Action Plan, please click here.

The Fiscal Year 2009 and 2010 Action Plans and the Five-Year Consolidated Plan are accessible through the links below. Please keep in mind that the Fiscal Year is from July 1 to June 30; therefore, the 2009 Action Plan took effect July 1, 2008.

Notice is hereby given that in accordance with the Federal regulations at 24 CFR, Part 91 and the City’s Citizen Participation Plan, the City of Portsmouth has prepared a Consolidated Plan for Community Planning and Development Programs.  This document, known as the 5-Year Consolidated Plan, is a requirement for direct assistance under certain US Department of Housing and Urban Development (HUD) funding programs including the Community Development Block Grant (CDBG) Program and the HOME Investment Partnerships Program.  The Consolidated Plan covers the five year period from 2009 to 2013.  As part of the Consolidated Plan process, the City has prepared the Annual Action Plan for the Federal Fiscal Year 2009 Program (City Fiscal Year 2010) including proposed changes or additions to existing CDBG Program and HOME Program activities.

The City of Portsmouth City Council and the Portsmouth Redevelopment and Housing Authority will hold a joint public hearing on Tuesday, April 28, 2009.  The purpose of the hearing is to solicit citizen comments on the 5-Year Consolidated Plan and the Annual Action Plan, the adoption of the Conservation Plan for the Truxtun Conservation Project and the reaffirmation of the Conservation and Redevelopment Plan for the Cradock Conservation and Redevelopment Project.  The hearing will be held at 7:00 PM in the City Council Chambers, 801 Crawford Street 6th floor, Portsmouth, VA 23704.  On Tuesday, April 14, 2009, the 5-Year Consolidated Plan priorities and the City FY 2010 Annual Action Plan activities will be presented to the City Council at their work session in the City Council Chambers at 6:00 PM.

Copies of the 5-Year Consolidated Plan and the City FY 2010 Annual Action Plan and the Conservation Plan for the Truxtun Conservation Project and the Conservation and Redevelopment Plan for the Cradock Conservation and Redevelopment Project are available for public inspection and review for a thirty-day period from March 13, 2009 through April 13, 2009 at the following locations in the City of Portsmouth.

The 5-Year Consolidated Plan contains the following major components:

(1)        A housing and homeless needs assessment that describes the affordable housing needs of very low income and low income households, homeless families and individuals, and others with special needs in the City of Portsmouth.

(2)        A housing market analysis which profiles existing housing options and facilities to assist the homeless, identifies barriers to affordable housing and reviews institutional and governmental capacities to develop and implement the plan.

(3)        A Five-Year Strategy for addressing priority needs in the City of Portsmouth including the priority non-housing community development needs eligible for assistance under the Community Development Block Grant Program.

(4)        An annual plan that identifies the activities that will be undertaken to address priority needs and local objectives.

The financial resources the City expects to have available during the program year, which will run from July 1, 2009 through June 30, 2010 include a CDBG entitlement grant of $1,744,434, projected program income of $122,000, and reprogrammed prior year funds of $400,000 (total $2,266,434).  The City will also have available a HOME entitlement grant of $705,492, program income of $100,000, reprogrammed prior year funds of $148,885, and prior year program income of $351,067 (total $1,305,444).

Proposed Conservation Plan for the Truxtun Conservation Project does not designate any properties as “To Be Acquired”.

Proposed Conservation and Redevelopment Plan for the Cradock Conservation and Redevelopment Project does not designate any new properties as “To Be Acquired”.

The City of Portsmouth intends to submit the 5-Year Consolidated Plan and the Annual Action Plan to HUD on or about May 15, 2009.  Interested persons are encouraged to express their views on the 5-Year Consolidated Plan and the Annual Action Plan for F.Y. 2010 at the April 28 joint public hearing or in writing to the City of Portsmouth Planning Department, 801 Crawford Street, 4th floor, Portsmouth, VA 23704.  All comments received by April 28, 2009 will be considered.
